Short answer: for any commercial glass guard where a fall of more than 600 mm is possible, yes — the glass must be laminated. But there's more nuance than a lot of specifications capture, and getting the interlayer wrong is a common cause of quote-revision headaches.
What the National Building Code actually says
The 2020 National Building Code of Canada, and the corresponding provincial codes (OBC, QCC, BCBC), require that glass used as a guard against falls must be either laminated safety glass or tempered laminated glass with an approved interlayer. The reason is post-breakage retention — even if the glass fractures, the interlayer must hold the shards in place long enough for the fall hazard to be addressed.
Fully tempered glass alone, without lamination, is not permitted for glass guards over drops greater than 600 mm — no matter how many extra millimetres of thickness the supplier proposes.
PVB vs. SGP interlayer
- PVB (polyvinyl butyral) — the standard interlayer for most laminated glass. Good in normal conditions. Softens at elevated temperatures. Sometimes yellows at glass edges over decades.
- SGP (SentryGlas Plus, an ionoplast) — 5× stiffer than PVB, holds broken glass in place with far more integrity, resists edge yellowing. Standard for balcony guards, particularly cantilevered or frameless applications.
- Cost delta: SGP is typically 15–25% more than PVB. On a $200/lf installed system, that's an extra $10–15/lf — well worth it for a balcony guard.
What your spec should say
A tight commercial spec for glass balcony guarding typically reads: "Glass shall be two plies of 6 mm heat-strengthened glass with a 1.52 mm SGP interlayer. All edges polished. Certified per CAN/CGSB-12.1 and CAN/CGSB-12.11." That eliminates most ambiguity and prevents suppliers from substituting cheaper PVB.
